Southern Ohio Events presents the 2nd Annual Chillicothe Halloween Festival. The festival features Halloween-themed merchandise, entertainment, exhibits and contests. Contests include pumpkin carving, costume and coffin races. There will be mechanical rides and inflatables and live entertainment including the headless horseman.
